The Advanced Emergency Preparedness, Disaster Response and Clinical Continuity Management programme is designed to strengthen the capacity of institutional clinic and occupational health teams to anticipate, prepare for, respond to, manage and recover from emergencies and disasters while maintaining continuity of essential clinical services.
The programme adopts an integrated approach covering emergency preparedness, disaster risk assessment, clinical response, incident coordination, crisis communication, mass-casualty preparedness, evacuation, emergency resource management and healthcare continuity planning. Participants will learn how to establish practical emergency-response structures and procedures that can be activated quickly during different types of incidents.
Particular attention will be given to clinical continuity management, ensuring that critical healthcare functions remain operational even when normal clinic operations are disrupted. This includes contingency planning, alternative service arrangements, emergency medicines and equipment, patient records, referral systems, staff deployment, backup communication and restoration of services.
The programme will also address emerging and complex threats such as infectious disease outbreaks, mass-casualty incidents, fire and hazardous-material emergencies, extreme weather events, security incidents and prolonged disruptions to essential services.
Through scenario-based exercises, tabletop simulations, emergency drills, case studies and practical planning workshops, participants will test their response capabilities, identify weaknesses and develop practical measures to improve institutional preparedness.
